Palu Emergency Response

We supported families affected by the earthquake and tsunami in Palu and Donggala, Central Sulawesi by connecting them with Nazava water filters, solar lights, shelter kits, hygiene kits, kitchen kits, school kits, reconstruction kits and water installations in two villages, Jono Oge, Sigi regency and Tompe village, Donggala regency.

THE PROBLEM

A powerful 7.4-magnitude earthquake occurred on 28 September 2018, 17:02 in Central Sulawesi, Indonesia. The earthquake epicenters were located at 0.18 South and 119.85 East, 26 km North to the Donggala Regency, at a depth of 10 km (BMKG).

Shortly after the earthquake, a tsunami reaching up to 6-meters high struck areas of Palu, Sigi, and Donggala. Certain points across the areas were also hit by liquefaction, a phenomenon when water-saturated soil, shaken by an earthquake, acts like a liquid, causing the ground to temporarily lose its ability to bear structures.

According to BNPB, the disaster claimed more than 2,200, over 4,400 people injured, 680 people missing, and more than 220,000 people displaced who were forced to abandon their houses due to loss of or damage to their housing. 2,736 schools were also damaged. Among the IDPs were vulnerable groups of women and children under five. They were living in temporary settlements lacking basic services and were exposed to additional disasters including disease and lack of security.

THE SOLUTION

Based on Kopernik’s initial assessment, we decided to focus our support on six villages; (i) Jono Oge, Lolu, Boladangko, Bolapapu, and Tangkulowi villages in Sigi district, and (ii) Tompe village in Donggala district. The six villages sustained the most severe damage by the earthquake and lique

faction, but received limited aid. Most of the affected people in these six villages stayed in temporary shelters either in group camps or individual camps near their destroyed houses. Currently, there are still a number of Internally Displaced Persons (IDPs) centers of which five are located in Sigi and four in Tompe.

We will be distributing the kits, water filters, solar light, reconstruction kits and shelter kits to six villages in Sigi and Donggala, which have a population of 3,021 in Jono Oge, and 2,310 people in Tompe, respectively. There are additional beneficiaries from three villages in Sigi with total number of people who received our support were 1,083 beneficiaries.

THE PROJECT RESULT

With Mosintuwu Institute and SKP-HAM as local partners, Kopernik responded within the first two weeks after the disaster and provided solar lights as well as water filters to support affected families in accessing light and charging facilities and safe drinking water. During the immediate emergency phase, Kopernik delivered 343 solar lights and 488 water filters in addition to various emergency food and non-food items, and also supported a network of 91 public kitchens in the Palu, Donggala, and Sigi districts organized by Mosintuwu Institute and SKP-HAM.

In the early recovery phase, Kopernik’s Emergency Response team focused its support on six villages: five in Sigi regency and one in Donggala regency. The villages were severely damaged from the earthquake while one sub-district in Sigi was affected by liquefaction. At the time relief action in these locations was limited.

We collected data from the village heads and camps coordinators of affected communities, combined by firsthand accounts to identify the camps’ most urgent needs.

We delivered critical supplies such as water filters, solar lights, shelter kits, reconstruction kits to affected communities in Jono Oge village, Sigi regency and Tompe village, Donggala regency. Hygiene promotion activities were also conducted to reduce the risk of disease transmission and epidemics in IDP camps. A breakdown of the support delivered by Kopernik is detailed below:

Water filter: We distributed 140 water filters to 140 households in Jono Oge, Boladangko, Tangkulowi and Bolapapu villages, Sigi regency.

Solar lights: 100 solar lights were distributed to elderly people and families with children under five years old in Jono Oge, Boladangko, Bolapapu and Tangkulowi villages.

Kitchen kits: We distributed 400 kitchen kits, to 400 households in Jono Oge and Tangkulowi villages, Sigi regency. Each kitchen kit consisted of one frying pan, six plates, six drinking glasses, six forks, six spoons, one steaming pan, one knife, one ladle and one bowl.

Shelter kits: 400 kits were distributed to 400 households in Tompe village, Donggala regency. Each kit consisted of one mat, one blanket, one mosquito net, two sarongs and two pillows.

Reconstruction kits: 400 kits were distributed to six villages in Sigi and Donggala, reaching 90 neighborhood (Rukun Tetangga) groups. Each kit consisted of a rip saw, hammer, sledge hammer, hoe, shovel, crow bar, and gloves.

Washing stations: Kopernik built nine washing stations in two villages, Jono Oge and Tompe. We worked with members of the affected communities in the construction of these washing stations. Around 970 households - 3,279 individuals - in Jono Oge and Tompe now have access to the washing stations.

Mitigation and DRR talk show: Kopernik organized an event to encourage disaster risk reduction efforts to affected communities in Jono Oge and Tompe village. The event involved local officials from the Central Sulawesi Disaster Mitigation Agency (BPBD Sulawesi Tengah), Donggala Disaster Mitigation Agency (BPBD Donggala), Meteorology, Climatology and Geophysics Agency, and the Energy and Mineral Resources Department. 50 participants attended the event, including youth groups (Karang Taruna) from Jono Oge and Tompe.

In partnership with KUN Humanity System, Kopernik also distributed 200 units of solar lights to families in Sapoo village and Sadaunta village in Sigi district who were affected by the flash floods on 13 August 2019.
