The Ministry of Education is the central Government body in Timor-Leste that responsible for the design, implementation, coordination and evaluation of the policy defined and approved by the Council of Ministers for the areas of education, science and technology.

Mission: 

a) To promote the political, educational measures, planning, laws, regulations and administrative provisions necessary to the exercise of responsibilities in the areas of education, science and technology;

b) To support the use of Official Languages in Education and education system, as defined by the Basic Law of Education, while development presupposition of the education system;

c) To promote the cultures, history and languages as identity consolidation factor of the Timorese people;

d) To ensure accreditation, administration and evaluation of a network of pre-school education, under the Act, which allows the preparation of children for successful integration in the education system;

e) To ensure, believe, manage and evaluate, universal basic education system, compulsory and tendentiously free;

f) To ensure, believe, manage and evaluate a general nationwide secondary education system and further consolidate and expand, a technical-vocational secondary education system as a measure of educational policy for the training of middle managers that serve the economic development of Parents;

g) To develop, implement and evaluate curricula and the curricula of different levels of education and teaching and develop the most effective teaching methods for school success, as the strategic objectives set by the Government;

h) To plan, develop, coordinate and believe the formation of higher education in the country and abroad, based on the principle of equity and implemented through university education systems, Polytechnic and Post-Secondary;

i) To set the equalisation mechanisms and recognition of academic degrees;

j) To develop policies promoting post-graduate training and scientific research in order to contribute to the social, economic and technological development of the country;

k) To ensure the training of staff and implement the respective career statutes, which establish the dignity and scientific and pedagogical responsibility of this professional class, in promoting the success and school quality;

l) To ensure, through cooperation with other government departments and partnerships or agreements with entities of the private and cooperative sector, the development of a network of technical and vocational training that meets the current and future needs of the country and the area of qualified human resources;

m) To develop the mechanisms necessary for the proper administration and management of teaching and non-teaching staff of the education sector;

n) To promote recurrent education policy, which guarantees the eradication of illiteracy, the development of literacy, special and inclusive education;

o) To promote the gradual and sustained introduction of new information and communication technologies in the operation of administrative services, school and methodologies and educational and training processes;

p) To ensure a fast and efficient system development and maintenance of the infrastructure of education, in order to ensure a public offering of network education and national education;

q) To implement an inspection system of education services to guarantee the principle of legality, the implementation of development policies for schools and implementation of curricula and pedagogical guidelines;

r) To promote, support and disseminate a language policy that contributes to the strengthening of national identity and unity by promoting Timorese linguistic diversity and by promoting their language education and knowledge;

s) To support and encourage the decentralisation of education policies, ensuring their implementation and their integrated development;

t) To establish collaboration and coordination mechanisms with other Government bodies responsible for related areas;

u) To plan and manage human resources, in coordination with the Civil Service Commission, as well as material and financial resources affects the educational system;

v) To develop and implement a policy of granting scholarships to competitive and transparent study;

w) To promote the evaluation of education professionals;

x) To planning a system of analysis and monitoring in order to evaluate the results and impact of education and training policies.
